This means that Telegram has banned phone numbers. It cannot be used to log in or delete the account. This usually occurs due to violations of Telegram’s terms of service or suspicious activity.
+86 phone numbers frequently initiate private chats with non-+86 users
Frequently messaging strangers in private chats
Frequent IP address changes
Registering with a virtual phone number
Sending pornographic or risky content that is detected by Telegram
Being reported by other users
Joining multiple groups in a short period
New accounts rapidly switching devices or network environments, or showing inconsistent network behavior across devices
Newly registered accounts exhibiting bot-like behavior
Other actions that violate Telegram’s Terms of Service
The following methods are based on information from the TG Wiki:
Tap "Help" in the app and send an email appeal.
Try sending a few times at intervals, but don’t spam.
If you’ve sent multiple appeals and still haven’t been unbanned after a few days, then unfortunately, it may not be possible to recover the account.
You can also try submitting an appeal via the official support page or contacting Telegram via Twitter or email.
Note: Every case is different. Some users have successfully appealed, while others have not. There is no guaranteed outcome.

Send a direct message (DM) including your phone number (with country code) and explain that your account has been banned.
Then wait for a reply from the support team.
Do not send advertisements or spam.
Limit private messages to strangers.
Avoid getting reported by other users.
Be cautious when using temporary SMS services — if the platform gets flagged, your number might be affected.
Be careful with Google Voice or other virtual numbers, especially reused ones, as they may already have a bad history.
Mass-registering accounts using the same IP or network (hundreds or thousands) can lead to bans.
Avoid frequent device switching.
Don’t join too many groups or channels in a short period — this may trigger forced logouts or even a ban.
